From October 5, 2026, crypto platforms and digital-asset custodians can officially submit documents to the Bank of Russia. Registration in the regulator’s database is now required for legal operations inside the country.
The obligation covers exchanges, storage providers and operators of systems that issue digital financial rights. Company leaders must prove they meet qualification standards, after which the central bank reviews each file.
Existing firms can use a simplified route, yet approval is never automatic. Registration alone does not grant permission for unrestricted bitcoin or ether trading; those questions remain subject to further rules.
The change launches the verification process rather than a fully open market. Retail investors will not yet enjoy barrier-free access to cryptocurrencies.
