OpenAI hands Ukraine free AI shield against cyberattacks

On 23 September OpenAI granted Ukraine’s government free access to its Daybreak program. Ministry specialists will use the tools to spot software flaws and test patches before deployment.
The announcement came at the UN General Assembly from consul Dmytro Kushneruk and OpenAI’s Sasha Baker. Ukraine will also receive the GPT-5.6 Sol model.
CERT-UA handled nearly 6,000 incidents in 2025, many aimed at energy and telecom networks. France, Germany and Poland already enjoy similar access.
The move is part of Daybreak for Frontline Defenders, a $1 billion effort unveiled on 3 September 2026.
